On December 12, 2022, a meeting of the Founders Board was held at the Central Asian Institute for Applied Geosciences (CAIAG), which was attended by the First Deputy Minister of Emergency Situations of the Kyrgyz Republic Mambetov Azamat Muratovich, Chairman of the  German Research Centre for Geosciences (GFZ) in Potsdam Susanne Buiter, Chairman of the Administrative Board of the GFZ  in Potsdam Stefan Schwartze and invited as a guest Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic to Germany Tekebaev Omurbek Chirkeshovich.

During the meeting, all subsequent materials of the Founders Board were unanimously adopted.
